Good idea but likely cost prohibitive.
There are though many abandoned sites where big box stores or small plazas are sitting empty having moved or closed. They might be developed.
Rebuilding ruins is usually more costly than new. Additionally, many 'homeless' wish to be homeless rather than sharing a site with strangers. Recent Canadian experience hasn't been good.
Taxpayers billed half a million dollars for renovations to Rideau Hall Taxpayers were billed over half a million dollars for Governor General Julie Payette to renovate her residence at Rideau Hall. According to the Canadian Taxpayers Federation. PM's 24 Sussex Drive would better be torn down than spend millions of $$$$ to renovate.
Those pictured are scenic, but mostly unusable.
I often thought that I'd like to live in a refurbished church. With the open expanse it might lend to rather innovative design.
